Does anyone in the Uk want to ask me a legal question. Free of charge?

Our next door neighbour, for an unknown reason (we have never had a cross word with them and I often used to talk to his girlfriend), has pulled our wing mirrors off twice, scratched our bonnet and slashed a tyre twice, all whilst the car was outside our house. We caught him on video slashing the first tyre and as we had reported every incident to the police, we gave it to them and this time, they took a statemtent (this was the fourth time he had damaged our car) the police ured us before xmas that he would be arrested and questioned and nothing happened. He then slashed another tyre on sunday, between 3.30pm and 5.00pm when we found the car, and the local policeman rang us up and ured us he would be arrested within 24 hours and once again, he did not go through with it. Can we complain about the local policeman as he has been very unhelpful throught the whole thing and if so, who are we best complaining to? Also, if we can get the video back from the police, can we take our neighbour to court oursleves? We understand we can only get him done for the one tyre, and not the �800 worth of damage, this includes a hire car, he has done in the past. if we did, would it be worth our time and money? This has put us under a huge amount of stress, especially knowing that he has done this, and we are saving for our wedding and really could not afford to spend the money we have spent. Any advice would be appreciated. As a addition, we live in England. Thank you, you have given me some hope that we can get this sorted.
