Problem dogs next door?

My neighbour has three huskies who are kept outside. Which is not a problem, I love dogs and they are so much fun to watch. Two problems though 1 - they stink!! They have an outside pen (fenced area) which has been covered in little stone pebbles. Obviously the urine and stuff is just seeping through the pebbles into the ground and their is a stench all the time. 2 - they howl and bark throughout the night! This is a new thing and has just been happening all this week. Do you think I would sould like a busy, body neighbour if I spoke to their owner about it. I looked out my window at 4am this morning and the owner was out with the dogs as they were previously howling.
