What was with this guy?!?

He liked you, by the looks of things, and you should have done something. He definitely liked you more than his friend, and obviously your guy friend was jealous of him so that's why he hugged you and started flirting with you after. It is too bad you won't see him again because he did like you. When he was being mean too you it was just a way to flirt with you and get your attention. When he dyed his hair it was another way to get your attention. Next time a guy likes you go for it, or you will miss out like you did with this guy! Who knows what could have happened!
